Because Norway doesn't own Greenland. It's not theirs to sell.

    Greenland is a Danish possession.

I would bet that no one asked the people who live in Greenland if they want to stay subjects of Denmark and rued by an appointed High Commissioner or if they would like to become US citizens who elect the Governor of their territory.

Note that every few years the people of Puerto Rico vote on status, meaning if they want independence, statehood, or to remain a US Territory. So far the consensus has been to stay a US Territory since they don't have to pay USA income taxes as residents of a Territory.

Greenland is not associated with Norway, it's a Danish territory.
