Why is US military obsolete compared to Russian , Chinese , Indian, Pakistani , Iranian , North Korean ones , US military still use 1970s?

Your premise is false. The reason Russia has been able to maintain their space program with as few disasters as they have is they still use 1970s technology. On the rare occasions when something goes wrong, it is a statistical failure and they don't have to spend a few billion finding out what happened.
1970s computers without remote access are the ONLY technology that can't be hacked.
As KayleyK suggested, US ground based silos are basically decommissioned and a LAST line of defense at most.

Also, do you seriously think the that Air Force hasn't done a single upgrade on the MMIII since they put them in the ground?

.....and we can be sure that you have full insight regarding US military computers that control missiles, right? IF Russia, China, etc. launches an ICBM at the United States, they will not live to see their missiles detonate. That's because the #1 threat the US offers in the nuclear realm is missiles launched from submarines. No other country knows where those sub are and they can be (and are) extremely close to strategic targets. Those subs are NOT controlled by 1970's computers. Their missiles will hit their target while ICBM's are still in flight. This was a primary reason the Soviet Union could never consider a launch on the US and it remains a fact today.
