Is a 17 year old old enough to make basic decisions like what clothes they wear (if they have a job and are paying for the clothes)?

They should have started making such decisions long before they turned 17! If they have been properly taught from very early childhood about appropriate attire - school clothes, play clothes, "Sunday church" attire, party attire, etc. - they should start making some decisions by the time they are 6-7 and able to dress themselves fully.
E.g. a friend with a limited budget would take her little daughter, starting by age TWO!, pick out 3 items she could afford, and have her daughter pick her one favorite to purchase.
Long before age 17, and especially if they are paying for at least some of their own clothes!, they should be thoroughly familiar with proper attire for various occasions, how to determine QUALITY clothing design & construction, proper fit, accessorizing, budgeting for clothing purchases, what's a fad & what's a good long-standing & durable choice, and what colors & styles look best on them. They should be pretty good at this by age 12-13, in fact.

Yes, unless you live under your parents roof and the clothes are inappropriate. ..their house their rules type of thing

Yes. Your parent legally can not force you to wear what they want, and as you are paying for it why shouldn't you?

Sure. Unless of course the clothing is low cut, too tight or too short (fanny cheeks exposed, no no).

It's old enough to make decisions about your own clothing, but your parents are old enough to veto you if you make crappy decisions.

Of course, but some parents disagree. I know a few parents who make all of those decisions for their teen child. I personally feel it is a parent's job to raise a child to be a functional adult, part of that is giving children the freedom to make mistakes. The child will learn from the mistake and make better decisions. Sadly many parents disagree with this.

17, 18, 21.. doesn't really matter. If someone else is paying for the roof over your head they have a level of control over you that can be used to compel you to wear something they feel is more appropriate. It doesn't matter what you think or some else thinks, they hold the power until you are responsible for all aspects of your life.

it depends. You're still under 18, so parents have the final say.
If youre wearing a short little miniskirt, it could be deemed extremely inappropriate, especially if people can see your balls
