Port numbers such as is used by OpenSSH are defined within the server program that is providing the OpenSSH service and the client program that is connecting to the server.

Depending on what facilities exist in the to programs, there may be different ways of changing the port number. Windows 10 is merely an operating system on which the client and server processes may be running.

Have you actually thought about asking a proper question rather than posting it as an answer to a totally unrelated question?
