Anyone know what may be causing this on a spruce tree. It did not look like this at the beginning of the summer.?

Update:

It looks like there may be buds on the end of the branches.

    there is a spruce bark beetle.  Look for sap running / leaking out of the trunk.

    Seeing as it's just the top of the tree, I'd suspect Pine Bark Beetle, but that's just something to investigate, I can't know for sure. If it is dying from a specific point of the trunk upwards, that's a sign that the beetles have girdled the tree under the bark so that nutrients can no longer rise beyond that point.
