    Governors and mayors are executives--their jobs are to enforce the laws of their state or city, respectively. Their decisions are challenged in the courts, not by higher-ranking executives.

    Governor is chief executive officer at the state level. Mayor is chief executive officer at the city level. It may take a judge in a court to reverse city ordinances if they do not comply with state laws.

    Governor runs the state, mayor runs the city. Governor can reverse mayors decisions.
