It does reduce sensitivity - you can try different types of condoms, and make sure they are sized correctly.
Or you can just go at it with the condom on, then pull out, whip it off, and finish yourself (or she can finish you).

Condoms reduce sensation. It is especially bad if one is circumcised.

Nearly all problems in achieving orgasm when wearing a condom stem from incorrect procedure in putting it on.
You MUST get an erection and then FULLY retract your foreskin before rolling the condom onto the penis. That way, the foreskin is held completely out of the way and the glans rim (the sexually most sensitive part of the entire penis) can contact the vagina walls throughout the intercourse.
If the foreskin is not fully retracted and then held back by the condom, much of the desired stimulation is masked and orgasm may not be reached.

This is completely normal. In fact, it tends to be true for most.

About as normal as me not wanting a guy to use a condom when having sex. Sex is supposed to be raw and natural to me.
