Too bouncy, but why not have one made out of clay? Every time you have a fender bender you just get out of the car and mold it back into shape like so

Because you might get some lanky teenager in a leather jacket with a cigarette dangling out of his mouth hanging off the back trying to show off to the girls. They don't call them dodgems for nothing ..... ?

If bumpers are made out of rubbers, they would become jumpers.

They should have railroad couplings so you can just hitch up and enjoy the ride.

On the contrary, they should have titanium spikes in them.

The bumpers already are more efficient at dissipating the energy of a collision than a solid block of rubber would be. In other words, the solid rubber bumper would kill more people.
