Can a rewritable DVD be finalised, damaged, affected in some way that they can no longer be erased, formatted, rewritten again?

Yes in time that will happen and being used a lot. Or careless handling. But at times the DVD may not play or record on some DVD drives.

If the recordable surface gets damaged, such as a scratch or flake of it taken from the disc, you will no longer be able to erase the disc, format it, or rewrite to it again.
