Is it true that Uncle Sam signed treaties with Native Americans, not white people posing as Native Americans? Should Natives have blood?

quantums of 50 percent or more to receive benefits from Uncle Sam, like free healthcare?

Uncle Sam makes deals with tribes, not individuals. In turn the tribes decide who is one of their citizens, not uncle Sam, and certainly not other non Natives who don't like the treaties that the courts have upheld.
