Why do people with absolutely no imagination think that they can write fiction?

For the same reason that people that have zero musical talent believe that they can become rock stars - because people are not realistic about their own abilities, and in this modern world, people are conditioned to believe that they can be anything that they want to be, regardless of whether it's feasible - or even possible.
But in all honesty, to be completely fair, imagination and ideas are only a portion of what goes in to crafting fiction. There are heaps of writers who are known for being very imaginative, but in many cases, they're not known for being particularly artful when it comes to the execution of their ideas. It's much easier to be an imaginative writer who writes bad fiction than it is to be a masterful prose stylist who's not especially creative when it comes to plots.
The difference of course is that one CAN learn how to write, but it takes a great deal of practice and requires an incredible amount of time and effort. And while it's certainly possible for a person to become more creative - especially by reading a large number of books written in different styles, imagination is not a prerequisite for writing fiction because each and every possible premise has already been used and most of those that are considered "original" or "new" are simply those that present those ideas in a fresh manner that makes them feel different from those that have preceded them.
People can eventually learn how to play an instrument and find that they are actually capable of writing songs if they're willing to stick with it long enough. Dedication, determination and diligence can take a person pretty far in life. The real question is really whether or not that person has the wherewithal to whittle away at it day after day to be able to achieve that goal.
And let me tell you, there are just as many guitars sitting under beds and in the backs of closets, in cellars and attics - gathering dust, as there are unfinished books and stories in the world.

Why do people with absolutely NO IMAGINATION , think they can write fiction ?
the word FICTION has 3 uses
# 1 literature, especially short stories and novels that describe imaginary events and people in the form of prose
# 2 a BELIEF , or statement that is FALSE , but that is often held to be true because it is expedient to do so .....
. from the definition to be a FICTION writer
... such a person would display characteristics of being
a proficient LIAR
prone to DELUSION
a vivid Imagination
a BELIEVER and GULLIBLE ( of Supernatural propositions ie spirits ghost deities Big foot space aliens )
HUMANS have the nature of STORY TELLING
i have heard a lot of FISH STORIES ...... and it was THIS BIG
.....JONAH was swallowed by a BIG FISH
spent 3 days and nights in the belly of the fish
Jonah prayed to God and then the fish Vomited "WOOWOO"
IMAGINATION the ability of the MIND to CREATE the action of forming new ideas images concepts of external objects NOT present to the senses
one example of imagination is INVOLUNTARY such as DREAMING during sleep
MEMORY and mental imagery is part of the process of imagination

You don't need an imagination to write fiction. Write a story about a group of oddballs going on a quest and it might sell well, even though the story of a group of oddballs on a quest has been done thousands of times.

They can WRITE it, they just can't get it published.

They think it sounds fun. They have no idea how hard it can be. All they're really doing is creating a fantasy with themself as the main character, and of course they can't actually start the story until they've asked everyone on the Internet to suggest 'unique' names to match their improbably red hair and blazing emerald eyes.
However it does nobody any harm, and lets off steam.
