    This could easily have been Googled, but it's the Test of English as a Foreign Language.  Basically, an English proficiency test.  It does not measure accent, idioms, or other things which would distinguish a native speaker, only the basic ability to understand.  It is NOT the SAT or some AP test.  An elementary school pupil in the USA should easily be able to pass it.
