Will a university accept me with a GED and a good ACT and SAT score as well as good enrollment essay?
Will any college university accept me with a GED with good ACT and SAT scores?
Or will I need to first have credits from a community college(Florida State College at Jacksonville)

My goal is to be a Navy SEAL officer and universities offer 4 year Navy Reserved Officer Training Corps(NROTC scholorships

Yes, universities will consider that. You're at a disadvantage against students who had AP and Honors courses, but if your test scores are good, there's no reason why you shouldn't be able to get into a university.

While universities try to look at the "whole" person, they are also kind of NOT allowed to discriminate between HS diploma, GED & home schooled students. For schools that still rely on ACT/SAT scores, those scores are often a better indicator than a HS GPA. The test for a GED is a national test (as are ACT/SAT) and may be a better indicator than a 4.0 HS GPA in a school district not known for its academic excellence.

You read the requirement to apply on each university’s web site.
Many universities do accept a GED instead of a HS diploma to apply.
