If a country expelled all it's psychopaths would that country lose all it's scientists and artists?

Update:

Most all artists and scientists imply with what they say that if psychopaths are not free to manipulate people then there would not be any art or science.

    Perhaps, but also most of its serial killers, repeat rapists, hedge fund managers and the like.

    First people who are Citizens cannot be "expelled" and one who can be deported have to have a country to be deported to.

    No, but if there were a foolproof way to find all those psychopaths and intern them, without interning anyone else, life would be better for everybody else

    I doubt it, but it would lose all the traffic light regulators who set lights to automatically change. This will be of great relief to motorists who won't have to stop at red lights on a highway and give way to nothing.

    That can't happen, you can't expel a citizen, they have nowhere to go.
