does the otterbox case enclose the whole phone?

Most of them do, yes.

It depends on which model you buy. One model is one-piece, made of a rubbery material that covers the back and sides. Another model comes apart, you put the phone in the back half and snap on the front. This includes a window that protects the glass.
If you're worried about dropping your phone (which was what I was worried about) the back-and-sides one works pretty well, since phones usually land on a corner. The full-case one also protects the glass from scratching, plus it has a spring-loaded clip on the back to hang it from your belt.

Cases vary, but mostly no. The front screen and camera ports will not be covered over.
