Is my brother's step-son 2nd rate to my real nephews and niece?

Since he is a step-son and was 14 when we met him should we consider him 2nd rate to the four nephews and one niece we have through my sister and my brother's son (the brother has a real son from 1st marriage).

Update:

My mother has 1st rate cousins, 2nd rate cousins, and a 3rd rate cousin. So I wondered if the same applies here. In my Mom's case it is cause of a brawl among her dad and his sibs so the descendants of the good sibs are 1st rate and the descendants of the bad sibs 2nd rate. The 3rd rate one is one we've never met.

    WHEN IT COMES TO KIDS YOU WILL TREAT ALL OF THEM THE SAME.

    You can classify any adult you want to but not children and especially when it comes to gift giving.

    He is a real son! He married the boy's mother, he was part of the deal and there's no reason you can't accept him as such.
