    Although bell's were used to generally announce one's arrival, I think Dickens had something more creepy in mind.

    Though it's been a while since I've read Christmas Carol, I think the bell was sounded from cathedral, and not the opening of a door. So I think it was more of a reverberating "DOOOOOM!" sound. To whom the bell rolls, Scrooge's time has come.The bell is symbolic of the veil being lifted, as it is also late and the Witching Hour had begun.
