Solar powered lights work by daylight

Photo Voltaic Cells work by collecting light, not heat

Even on a dull day they still pass a charge

Even in the Winter there still is enough daylight for them to work

Of Course they work more efficiently in the Summer with longer hours and brighter Sunlight

Pretty much.... Solar lights usually use a solar panel to charge an internal battery; when that battery runs out of charge, the lights dim, then go out.  How much the battery can be charged is usually due to how much light the solar panels get during the day.  Generally, they'll receive more light in the summer than they will in the winter.

Depends on model of "solar light" and if it gets enough light from the sun where it is.  Might be in shadow in the winter.  Then it could not get enough charge.
