The Queen, the Prince of Wales, Prince William, and Anne, the Princess Royal have presided over many investitures.  The Queen can also appoint other royals to preside over investitures if she wishes.

The Princess Eugenie and the Lord Frederick Windsor, for example, are not allowed to preside because of their lesser royal status. Only highest ranking royals such as the Prince Richard of Gloucester or the Countess Sophia of Wessex are allowed to preside as Her Royal Majesty in Her absence.

Prince William and the Princess Royal have also performed the ceremony.

Anyone the Queen chooses to represent her may do it.

If you’re asking about investiture for peerages and knighthoods, since they are all done in the name of the monarch, she can nominate any member of the family she likes to presided over them.

The investiture ceremony for the Prince of Wales can only be presided over by the monarch

Investiture into what? There are many levels of investiture into all sorts of things and most do not require a royal to be involved.
