Both continents are in the western hemisphere. Using a general idea of western.
There are some programs accepting refugees etc
From the governments. I checked the Congo they have public housing. I tried to move there once.

All the blue on this map represents French "influence" (aka colonial efforts) in Africa. It's typical for nations to have preferential immigration policies for those from countries they previously occupied.

It happened since Algerian independence, slowly at first, and now since the EU has no border security they are invading to the point that they are attacking whites all over France, telling them France no longer belongs to the French
They are backed by Socialists.

Ivory Coast Dahomey (currently Benin) French Sudan (currently Mali) Guinea Mauritania Niger Senegal Upper Volta (currently Burkina Faso) French Togoland (currently Togo) Enclaves of Forcados and Badjibo (in modern Nigeria)
so many migrated to France to work and many were brought to France and many were given French citienship before their independance
