If I'm not working right now and I all of the sudden start to look for a job, would the unemployment rate stay the same/increase/or decrease?

    Ignoring the fact that one person isn't significant enough to change the rates, if (enough of) you start looking for a job, the unemployment rate would increase until you find work, because you have come from being "not in the labor force" (assuming you weren't looking before), to being "in the labor force" and "unemployed".
