Do the data support a co-dominance model of inheritance for this feather phenotype?

With no other information given, that appears to be an incomplete dominance and not a codominance.

Get out your microscope and examine individual feathers.  If you find BOTH straight and curled feathers in the "slightly frizzled" chickens then it's a codominance.  If you find that the individual feathers are slightly curled then it's incomplete dominance.

Your teacher sucks for trying to cause confusion between codominance and incomplete dominance.  Repeating for emphasis:  your teacher sucks.
