Working or retired has no effect on medicare insurance and supplements unless he was getting health insurance through his company. If he was and will not be covered once he is retired, he would need to apply for Medicare (if he hasn't already) and a supplement or advantage plan.

Sure - he can sell the business or give it to someone like his kids. For med sup insurance, and for basic medicare, he'll pay for it like anyone else. Once he's 65 he can have medicare and a supplement even if he doesn't retire, and continues to work operating his business.

    If you mean medicare supplement....

If you are eligible for medicare, you are eligible to purchase a medicare supplement plan.  It doesn't matter if you are a business owner or not and whether you are retired or working.
