Why do county Sheriffs in the United States wear four star rank?

    Each department determines what insignia they will wear. Not all wear four stars. I've seen one star, and I've seen a ring of 5 stars. 

    The purpose of insignia is to show who is in charge, so the sheriff will wear a higher ranked insignia than the staff under him.

    They DON'T.

    Sheriff IS their rank. In some counties, but NOT most, they may were 4 stars, but no one in the Sheriff's department of any county where I have ever lived wears stars as rank insignia.
