Which Marvel Cinematic Universe movie phase is better: Phase One, Phase Two, or Phase Three?

Phase One (e.g. The Avengers, Iron Man, Captain America: The First Avenger, Thor, etc.)

Phase Two (e.g. Guardians of the Galaxy, Captain America: The Winter Soldier, Iron Man, etc.)

Phase Three (e.g. Avengers: Endgame, Black Panther, Captain America: Civil War, Avengers: Infinity War, etc.)

Phase three. By then, Marvel had learned from their early mistakes and were finally capable of making consistently great movies.

Phase Three. But you had to have seen Phase One and Phase two to make it so.

They are all pretty inane. Low on meaningful story-line and thin in acting. They are indicative of an America that now thinks that maiming and killing are forms of entertainment.

What your calling the second phase is my favourite. Honestly the last phase really dropped the ball though after all the hard work.. the silliness of fat Thor, the terribly hammy ‘look we’re all ladies’ section, bro-hulk... the first section at times was a little immature and I get on better with the less hammy and darker plot lines.

Considering that they're ALL put together to set up and lay down the plot elements for the whole overarching Infinity Stone sage...you can't really divide them up like that.
