match the magnetic moments 3.81uB and 4.23 uB to [Co(bipy)3]Cl2 and [Co(H2O)6]Cl2?

using the spin only formula assuming they are both d7 electrons with 3 unpaired electrons would yield a magnetic moment of 3.87.

However would bipy be a strong field ligand, increasing delta Oct and thus the the magnetic moment and would have a magnetic moment of 4.23? (4.23 is higher than 3.81)
