If someone built a homemade car is there a minimum horsepower or wheelbase you need?

    What Country?

    UK needs pass MOT no matter who made it.

    US cars need pass   2019 safety regulations, smog.

    Wheelbase  and Hp vary. Look at that "smart " car? Looks like a Golf Cart..

    Model "t"s only developed  20 ponies,  but legal on freeway.   I'd  shoot for Power to Weight, not raw power, if I were U. Go for a minimum of  .11 hp/lb .

    Depends on number of wheels--2,3.4 or more, gross weight, what you might carry.

    Depends on where you wish to drive it---

    private property like farm or ranch or orchard

    race track

    city streets

    freeway

    All have different requirements. Varies by location--country, state, parish, province, shire, canton.

    You need to worry how to pass the crash and emission standards first.

    You couldn't build a homemade car that would pass all the federal safety and emissions standards etc etc.
