I would vote for Buffalo, New York. It sits at the east end of Lake Erie and is subject to the "lake effect" as a place of precipitation (snow)

Snowiest Cities in United States. Rochester, New York gets more snow than any other large city in the United States, with a yearly average of nearly 100 inches (255 cm). Close to eight feet of snow also buries nearby Buffalo in a typical year.
