OUT of what system.. WHAT ARE YOU ACTUALLY TRYING TO ASK...

IT DEPENDS ON YOUR STATE ETC. EXAMPLE...

the STATE OF TEXAS REQUIRES a boat to be titled and registered to be used on lakes. PLACES LIKE LOUISIANA, OKLAHOMA etc. do not require either and ACTUALLY HAVE A EXTREMELY HIGH PROBLEMS WITH BOAT THEFTS AND RESALE..

IN TEXAS if a boat has a TX---- number you can actually run that number for free and find who the last registered TITLE owner is and get the title or REPLACEMENT TITLE that way. IT is req for BOATS and MOTORS.. TRAILERS are reg threw the state DMV.

small boat - when you stop paying for registration & bonfire it.

Large vessel when it no longer fulfills it's design purpose & is de-listed & broken up for scrap (or taken off shore & sunk divers to swim around/fish to shelter in)

Most larger ones that are obsolete, cannot serve reliably and economically, so they are scrapped.  Middle size and small ones might be sold to others for continued or new uses.

Some navy vessels can be in a mothball fleet at a sheltered anchorage for many years, ready to be updated and serve again.

It is said something which resembles a giant spacecraft and is believed to be extraterrestrial in origin has entered our solar system and may be heading for Earth.

Is this to which you refer? If not enlighten us, please.
