Can a teen mom successfully homeschool their child?

Age has nothing to do with how good an educator you are. Neither does education, for that matter; if you can stay a grade ahead of your child, you have the information.
Not every teen can home-school a child, just as not every middle-aged parent can home-school. If you have patience, creativity, time, self discipline, and the respect from your child that means he/she will listen to you, you can.

Only if she is qualified enough and has enough resources and time to properly go over everything in the syllabus

Anything is possible but the chances are pretty low. Ideally a home-school teacher should have a university degree and/or significant life experience. Public school is probably a much better option (for both the child and the mom).

Yes if they're smart enough.
