does the Department of Commerce always mail a census form to people every year?

which month and what happens if you don't reply to it?

I read that this is the first year it will be done online? how come i have never really noticed it before? what is the purpose of it?

    No.  The main census is once every 10 years and usually is the one you hear about in the news.

    There are smaller polls taken by the census people to build up statistical samples.  I got one of those last year.  I could fill it out online or by mail.  I was required by law to do it and since I forgot to do it, I got a LOT of mail.
