I failed the ASVAB test.  Recruiter says I can be a boatswain's mate so I can drive a tugboat.  Is he lying?

One of you is because "failing the ASVAB" means that you didn't cut a high enough AFQT score to meet the current requirements for enlistment and the Classifiers at MEPs are the ones who you talk to about Rating selection.

    - but yes, Harbor Pilot/Tug Master is a qualification/billet available to senior BM's.

YOU are lying about failing the ASVAB. It is possible not to score high enough for ANY position in the military, but there is NO SUCH THING as passing/failing.

You did not fail the ASVAB Test, you just got a low Score.  But your Score was high enough for you to enlist.   BM is a Good Rate.

If you ‘failed’ the ASVAB then why is the Recruiter even offering you a Rating? You don’t fail the test, you just get a low score but enough to get something offered. A BM it all depends on what you are assigned to to whether or not you will do that. The chance of you driving a tug right away is ZERO. You must meet all the requirements to do it which includes many years and qualifications.

Aboard an older aircraft carrier, it seemed most of them spent the 1st couple years doing really quappy work such as paint scraping and painting. They also assisted in loading cargo, ammo, fuel, etc. Probably have to advance a few notches before being considered tugboat material, imo.

You don't fail the ASVAB but if you score low you only qualify for the crap ratings.

One doesn't "pass" or "fail" the ASVAB.  It's an assessment test to determine which vocation you have an aptitude for.
