Why do some take away shops lower the quality of there food eg putting less on the meal or buying cheaper meat when it turns customers away?

It doesn't turn all the customers away.
If a take-away shop is finding it harder and harder to make a profit, they usually either make the portions smaller or use cheaper ingredients .. in an attempt to stay in business. They do NOT do these things if they are making a profit.
And while these business-savings attempts do turn away some customers, it might not turn away so many that the shop has to go out of business.

In the hope that people won't notice, or at least don't mind. To avoid price increases, whilst maintaining their level of profits. Another way used to achieve the same ends is 'shrinkflation', smaller helping for the same price.

Because they can and the customers can choose to eat someplace else. This is why you might see UNDER NEW MANAGEMENT plastered outside some businesses. People have mnay different motivations for getting into the hospitality industry and when you open a restaurant simply for profit it shows in the food that lacks love. When it's a labor of love that shows in the food as well.
