What does " a peak of skill and experience " mean in this sentence ?

More than usual in the spring of 1941 he was ill in bed. Yet a fishing trip to Florida or the Caribbean or even a long weekend at Hyde Park seemed to restore his health and spirits. Roosevelt was at a peak of skill and experience while retaining his buoyancy and strength.
