Is it possible for any democratic Government to guarantee its citizens the rights given under the constitution without any restrictions?

    No. Some restrictions are needed. Without any restrictions on speech, we could tell our friends to murder our enemies. Without any restrictions on guns, we could murder them ourselves. Prohibiting murder, fraud, etc., is a restriction on the rights given in the Constitution.

    I don't think so. I mean, if you take the trouble to dig into it a little you can find there are restrictions to things. Like freedom of speech, right to bear arms, those are inalienable rights, but there are limitations to them.
