Is it true that the quietest people are the smartest people?

Maybe, but I'd be more concerned with what they produce.  "Smart" people have to do something constructive with it.

That's been true more often than not, in my experience.  While other people are busy talking, the quiet ones are busy thinking.

Not always. I think quiet people are more likely to have "book smarts" and less quiet people are more likely to have "street smarts." But other than that, there are still variations. It depends on the person's specific personality traits.

Not always but generally still waters run deep.
