For the same reason North Carolina is in the south.

Because it used to be part of Virginia until the western counties formed their own state. Mostly as opposing slavery. They kept the Virginia name but put West before it . Kind of like North and South Carolina.

West Virginia was once part of Virginia is why. Virginia was on of the original 13 states.

West Virginia is west of Virginia, South Dakota is south of North Dakota, North Carolina is north of South Carolina. The fact that West Virginia is in the eastern US, South Dakota in the north, and North Carolina in the south is not the basis of the naming.
