Does the Red Cross bill victims after they help them?

I'm just wondering because they're supposed to be helping my cousins next door. They're house caught fire and the firefighters had to cut a massive hole in the roof to get to the fire.

    No, the Red Cross is a charity organization. They don't charge people they help. They're paid through donations. It would be nice of someone involved to submit a donation but it's not required.
