Depends on which "white people" they were. If a million basement dwelling incels moved anywhere it wouldn't much improve the station of that host nation.

Not as quickly as it would if 10 million smart people immigrated there.  Skin color and brains never coincide.

Many of the resources in African countries are owned by international companies so they do not really benefit the people of the country. There are also many uneducated not so bright white people, skin color does not determine capability.

Much of the former soviet block countries and even Russia (which are white) live in poverty and are capitalist.

The First World consisted of the U.S., Western Europe and their allies. The Second World was the so-called Communist Bloc: the Soviet Union, China, Cuba and friends. The remaining nations, which aligned with neither group, were assigned to the Third World. The Third World has always had blurred lines.

Nothing to do with the race of the inhabitants.

People often confuse "# world country" with their development. This is one of those cases. First, Second, and Third World simply mean what side they were on in the Cold War. First for USA/the west, Second for USSR/Iron Curtain etc, and Third for neutral.

It would be like Alabama or Kentucky. Good luck with that.
