How could money used for contributions to your city from groups or industries in that city helped to influence the laws made in your area?

    My city is currently building housing for the homeless at a cost of 700K per unit. This is because the City Council is only giving building permits to the same five major developers who fund all their campaigns. They craft laws to protect these companies and to disadvantage any vendors who might suggest a way to do it more cheaply. As just one example of how the corrupt L.A. City Council influences the laws around here.
