I have Kawasaki 15 hp engine and I am getting 70-72 volts off the stator. What is the problem?

Off any of the  3 phases? Or just One?  Sounds weird. Or like you  are reading across two Deltas in series?  A  Wye wound stator won't read as high..

Note that the Open Circuit AC voltages are  normally  higher than rectified DC that is regulated. U might have a shorted field  ("tickler"   boost coil) or open common ground  .Make  sure none of the  windings  shorted directly to battery and/or motor case. .

Reconnect Reg/Rect  and a halfway decent battery and test Properly.. If all kosher,  each phase should read 18 VAC Before the rectifier, at most.

What is the correct value according to the service manual?   Voltage of stator is different depending on rpm.  If the voltage is out of range, stator is bad.

Only a Low voltage like 9 VAC from a winding Might indicate bad. Bad. More likely  zero   volts  from one or all  3 phases.
