You have a full blown case of soft skin Herpes 2.   See a Doctor.

Skin tags are soft, small, flesh-colored or a tad darker skin flaps that appear mostly on the neck, in the arm pits and the groin area. Usually theses cause no issues but they may be unattractive, and clothing or nearby skin may rub and irritate them. A health care provider can remove these either by freezing it with liquid nitrogen or cutting it off with a scalpel or scissors.Having something rub or be in an area all the time can cause this to occur.
