How can anything take over the whole universe.  Roscosmos could possibly take over the whole of Russia, but that is not even the planet, certainly not the universe - do you have any idea how big the universe actually is...?

The reverse is more likely to happen.  In about two months the SpaceX's Dragon 2 is scheduled fly with the crew on board.  Boeing's CST-100 suffered a setback in December when it failed to dock with the ISS, but Boeing expects to fix the problem soon enough.

Once both Dragon 2 and CST-100 begin flying crew to the ISS, Roscosmos' revenue stream from NASA will dry up.  When that happens, to paraphrase Sergey Lavrov, Russian Foreign Minister, Roscosmos can use trampolines to get cosmonauts to the ISS.
