Will a tank heater keep the water warm when its 50ish degrees?
I would like to put a tank on my porch but its not heated so in the winter it can drop to 50ish degrees and I am wondering if a heater will be able to get the water to 75-80 degrees?

Aquarium heaters generally aren't made to raise the temperature more than 15-20 degrees. Your best bet would be to get cold water or sub tropical fish that can handle 50 degrees. Especially if you look into native fish, there are quite a variety to choose from.

If not, add a second heater.

It can keep it warmer than that, but that is like putting the refrigerator in an outside door and using it as "air conditioning" - very inefficient - it will be "on" most of the time.

It would need to be well insulated, including pipes.
