The adverse affect of a blackout is greatly determined by the amount of time and the type of business.  Some business like a retail shop are going to be more affected than most other business.

If the blackout is temporary (just a few hours) like most are, then the affect is minimal.  If, however, it's caused by a natural disaster such as a hurricane, then it'll be substantially more severe because it's going to last a lot longer - often days or weeks.

Since most indoor businesses requires a computer, business stops.

For outdoors, no big deal unless you need power tools. Many contractors have access to generators.

You Can't See. The Refrigerator has Gone Out.

The Business Is Shut Down Temporarily. If There Is no Electricity The Business is closed.
