True or false?

The electric and magnetic fields are in phase with each other as they propagate through space.

    False. The magnitude of the electric field is the rate of change of the magnetic field.  ( 90 degrees out of phase)   and the magnitude of the created magnetic field is the rate of change of the electric field ( a further 90 degree phase shift).  Otherwise conservation of energy would be violated.

    As an electron oscillates to produce an electromagnetic wave, it introduces a transverse component into its radial electric field. This effect is strongest when it is moving rapidly.  As it moves it also produces a magnetic field wrapped around its direction of motion.  The college physics text by Tipler uses Maxwell's equations, which describe the interaction of the two fields, and the fact that the fields are IN PHASE, but at right angles to each other, to predict the speed of propagation of the wave.
