Most likely, your graph has one axis for the cost of a bale of hay and the other axis for how many bales of hay. You already have one of these figures to give you a point on the line. What you have to do is look at the graph and find the corresponding value on the other axis. Then multiply those two figures together to get your cost.

Probably just find 11 on the horizontal axis, go straight up til you hit the graph, then do straight over to the left until you hit the vertical axis, and the value there is the answer.
