They may have pica which is an eating disorder that involves eating items that are not typically thought of as food and that do not contain significant nutritional value, such as hair, dirt, and paint chips.

That is called pica, where a person is driven to eat inedible objects.

We're "consuming plastic" everyday. Plastic breaks down into tiny particles that are eventually used to recycle more plastic. For example, when you drink water out of a plastic bottle, storing and microwaving food in plastic containers. Plastic that covers meat at the grocery store transfers particles to the meat. The answer to your question is "no," it's not a mental disorder.
