How do the homeless quarentine?

without direct help in terms of daily food and water, plus shelter, they probably can't. Many or most make their "living" panhandling ... well, if there's near no one to importune for handouts, they have no income and thus no food. this is a problem for state or local government to solve -- there are plenty of vacant rooms in lodging places; the issues are a) preventing the homeless congregating together and b) preventing damage to someone else's property [which is quite difficult when the homeless person is also either mentally ill or a substance abuser].

Many states, cities and towns (both in America and elsewhere in the world) are turning now unused arenas, and other suitable places into homeless shelters with beds, showers, meals, medical care, etc.
