am i allowed to strap a stuff sack to the bottom of my carry-on backpack?

    You can attach whatever you you want to your backpack.

    Magic space does not open up in the bins for attachments.

    You MEASURE   the length width and depth of your contraption. If it fits it fits.

    you need numbers of inches or centimetres and weight in pounds or kilograms

    Large  soft sided etc are not a measurement of size.

    Sure, as long as the size and weight total of your carry-on luggage is within what the airline allows.
